I'd rather count it under universality, as those spots were only awarded to unqualified NOCs, who then chose the specitic athlete at their own discretion. Pakistan has not sent gymnasts to any of the World Championships in recent years! The only time I've even heard about a Pakistani gymnast was at the Southeast Asian Championships in the mid 2000s.
