Many ones have been built through history (like in Washington, etc). I think the architect at the time (almost 100 years ago) just liked the shape or thought it was trendy. It pays homage to the first argentine flag which was risen in that spot in 1812.

Argentina and Brazil have a crazy fandom in South Asia.

 

I live in Kolkata, India and being a die hard Messi fan, I get into petty arguments and fights with my friends all the time. In our neighborhood there were some tensions regarding hoisting Argentina and Brazil flags during this Copa (accusation being one unfairly blocking the prime spot).
