Anyone know if results from those PGA Tournaments and as well as European Tours are now counted to Olympic ranking ?

The qualification system does not quote any interruption on the qualification period. The revised Qualification System says:

"OGR points to qualify for the Olympic Games, which are used to calculate the athlete’s average number of points and the athlete’s position on the OGR, can be earned during the period beginning 1 July 2018 and up to and including 21 June 2021 for the men’s OGR and 8 July 2018 and up to and including 28 June 2021 for the women’s OGR."

So, I believe the answer is: Yes!

Also, here you can find the events which are counting for Men's Ranking. (The events for women are described on the Revised Qualification System file)

IGF has published the current Olympic Qualification lists: https://www.igfgolf.org/olympic-games/tokyo-2020/tokyo-2020-qualification-system/tokyo-2020-olympic-golf-rankings/ (Sorry, if it's mentioned

Ranking olympic during the period beginning 1 July 2018 and up to and including 21 June 2021 for the men’s OGR and 8 July 2018 and up to and including 28 June 2021 for the women’s OGR."  The olympic ranking since march 20,2020 was frozen and resumed on june 2021. Even if the ranking covers a time of almost 3 years, only the last 24 months of ranking will be counted ( do not count the months that have been frozen)

There is an accreditation system where NOCs have to put all their potential representatives long before the Olympics. It was well known since quite long ago that DJ won't be in Tokyo, he is not even in any Olympic Ranking simulation, although as the World Ranking leader he should open this one as well.
