Any nation not already qualified for the Olympics that makes the final here books their Olympic ticket. So could be zero or 8 in theory.

Means that all 8 relays qualified for the final don't have Olympic spot from Doha 2019. In this case, 8 relays qualify and there would be no additional spot from the ranking.
