Yes, the last remaining quota in Men's single sculls goes to  

 

The one question from this regatta remains who got the reallocated quota of LW2x. My guess is Latvia, but could as well be Canada. We'll have to wait for World Rowing to make it official.

It does not say that quota goes to the next highest placed NOC that has not qualified a boat in the same event, so could it be in general (no qualified boats yet)? By this interpretation this quota would go to Latvia who finished 20th in LW2x (2nd in Final D)

World Rowing has updated the qualification system:

 

"Where there are no further crews to which qualifying places can be allocated, such places shall be added to the qualifying places in the same event at the Final Qualification regatta."
