Considering that Biden is expected to care much more about South America than Trump who didn't do much other than tell them not to work with China, and the first Biden-Putin call shows pretty clear changes from Trump (towards a tougher line), I would find it rather interesting to consider it due to the new administration. The so-called "much more care" isn't just about lip service, it means real money. Of course Biden is much more anti-Russia compared to Trump, but in terms of lip service that two administrations won't do much difference.
