Who could have expected that a peloton of 160+ riders cycling together for hours and hours while spitting around and yelling in each other's faces would lead to some positive cases? To be fair, the Tour de France seemed to have been much stricter in terms of protocols and such, as for example shown by two positives meaning you're out, whereas in the Giro even four positives doesn't mean you're out unless you decide so yourself.
