I mean, which events/competitions are they dominating? Anything worldwide, or mostly just local or something? UCI rankings don't always mean a whole lot.

Have you forgot that India won a team sprint gold and a keirin bronze at the last year's junior WCh?

No I have not, I didn't mean to say they're not doing good :d Only to exercise caution in basing too much off of the UCI rankings.

... These were some of the highlight events - medals in the Junior World champs...... Also I think they have won several medals in the asian championship and Asia cup......... Also certain classification events in Europe

Of course track cyclists couldn't train normally neither lately, nowadays they've been allowed to train on the track again but with one rider at a time. Jeffrey Hoogland, one of the world's top-2 sprinters, has made some dumb statements about the past few weeks and his training methods: "I went on the road with my track bike, had to do something right? There were almost a few crashes...sure, people in their cars didn't expect a cyclist coming at them with 60 km/h, haha."

 

Detail: track bikes have no brakes. What a fucking idiot, who cares if he risks his own life, but he really had to risk everyone else's? How would the life have been of someone who'd have hit and killed him because he (logically) didn't expect some dude on a bike without a brake racing out of a street with 60 km/h?

In a completely non-existent sport here, Plovdiv will host the European Track Cycling Championships this year. The dates are 11-15 November. 

 

They are expecting around 35 nations and over 300 athletes, but let's wait and see what will be the situation by then.

Is this/will this be a permanent track, or will it only be used for the championships and then moved?

No, this is our permanent (and only :d) velodrome. They can't move it, even if they want. But the venue is almost never used for cycling, but for other sports like volleyball, basketball, taekwondo, boxing etc., because the middle part is big and can be transformed for whatever is needed.

UCI has announced a new format named Track Champions League which will run from November to December 2021.

 

 "...The UCI Track Champions League will bring together the world’s best sprinters and endurance specialists over six closely spaced weekends in short formats,” UCI President David Lappartient said in a statement.

 

Each of the six events at as yet unspecified venues will last around two hours and feature four disciplines for men and women - individual sprint, keirin, elimination race and scratch race.

The nine best-placed riders in individual sprint and keirin, as well as all medallists of bunch races at the UCI Track Cycling World Championships in Turkmenistan in October will gain selection for the UCI Champions League.

Athletes will be kitted out in jerseys inspired by their national flags, while the reigning world champions for the events will wear rainbow jerseys.

British sprint king Chris Hoy and German track great Kristina Vogel will act as ambassadors for the new event.
