Yes, @Dnl is eligible for the contest under rule 7 (a)

I will not remove it, the rules clearly says a special dispensation can be applied and you have to apply here. The ratio of this rule is to avoid users searching for people from exotic nations just to post a song and then disappear. This user has not been brought on the forum for the TISC and he is actively taking part in sports threads, so there is no reasons to exclude his from the contest.
