Maybe if you say second most populous country. But being the second most populous country thrust into poverty with no basic life amenities is more important. Sports doesn't form a priority when putting food to the tables and growing a depleted nation is considered. Add to that a nation which is democratic in nature excluding 5-6 yrs having 30 or more individual power centers known as stated. Also the fact that India doesn't allow dual citizenship, hence not buying any athletes from outside or not allowing Indian origin athletes to compete without citizenship. Comparing India and Pakistan is a joke. If you have to compare them you have to do it in Asian perspective. Pakistan's per capita GDP (PPP) was better than India's from independence till early 2000s when India surged ahead. This reflected at the sports performance as well comparatively. Pakistan were world beaters in cricket, squash and hockey. I think the Afghan government will fall within the next 2 years. Tokyo 2020 could very well be the last time we see Afghan women for awhile.
