The document doesn't specifically mention whether or not C.3.2 and C.3.3 are cumulative or not. We're trying to figure out exactly what a certain Totallympian has to do to qualify, since it'd be pretty dumb to rely on the national federation for that information in this matter, considering their track record of being...well, not great. But then again, these exotic athletes mostly have questionable (if any) connection with nations they represent. That would just cause more athletes to make citizenship changes in other sports too. Universality of participation in Winter sports is a sensitive subject. It is possible for @brunamoura to qualify since there’s better more NOCs that can qualify, and there’s reallocation @heywoodu.
