There's an assumption that some nations qualified in mixed doubles will also qualify in the team event. However, it is technically possible to qualify 89 athletes per gender, three over the 86 limit. Of course that would be unlikely.

They should have simply allowed everyone with athletes in both genders to take part. 34 nations would be eligible to compete based on Rio qualification.

 

With only 16 pairs it's going to be another elitist competition just like teams, oh well...
