Impossible. I think they are only attempting to cover themselves and claim they were deliberating until the last moment if indeed shit hits the fan later during the Games.

he's proven wrong even before saying that by the Japanese Prime Minister, by the IOC President (Olympic Champion in Fencing in 1976 himself) Bach and by the Emperor of Japan, Naruhito, who confirmed he's going to the Opening Ceremony in full support of the Olympic Games...:whistle:

by the way, this is a clear proof of the Japanese hypocracy about the Games...

 

the Olympics must go on behind closed doors, but their regular activity, Basketball National team warmup matches included, can be played with at least 50% capacity crowd...in the Tokyo Metropolitan Area, not on the Moon...

It’s because the Olympics have become so unpopular in Japan that it has become a consequence of being an electoral issue. 
 

Through it’s also because individual cities have the power to to be into an emergency and Tokyo city is a different entity to the wider metropolitan area.
