Faroe Islands are a country, Macao is not (well at least by most definitions). We do definitely need to draw the line somewhere though. Maybe any territory with a recognized NOC, NPC, NUSF, CGA, or regional reputation at a continental multi sports games is eligible?

I think NOC member this requirement is good enough. 100% representative is quite hard and inefficient.

So then the Faroe Islands count because they have an NOC. 
 

The reason I gave those five eligibility options is because territory with reasonable independence/autonomy would have one of those five.

I'd like to have all NOC members + countries which could regularly be seen at sports events outside of the Olympics (this is a sports forum after all).

 

That would indeed include all eligible NOCs + other nations and territories represented within NPC / NUSF / CGA.

I'll say 18:00 GMT. Hopefully I will have the thread posted by then. Been too busy this week to get anything prepared but even just having a basic thread up and running by tomorrow evening should be enough to get things kick-started.
