probably it's the other side of the channel, the one we can't see in the rowing pictures (the only other option is @heywoodu's :lol:)...

The second part doesn't seem so terrible. Not special, but not terrible.

by the way, going back to the question, in the past few days I gave a look at the 1964 Olympic sites for Rowing and Canoeing (which were different)...

 

and they are gazillion times more attractive than this sh*t of 2020, especially Lake Sagami (the canoeing site in 1964), which looks a lovely place...

 

imho, they should have used that venue for Rowing, Sprint Canoeing, Open Water Swimming and Triathlon also in 2020...
