from the general ISU Rules about Short Track:

 

'ISU Members who qualify amongst the best eight (8) Relay Teams from the World Cup Relay Classification Ladies/Men (see Rule 286, paragraph 8) may enter a Team in the respective category in the Relay competition.
If the host country is not ranked amongst the top eight (8) Teams of the World Cup Relay Classification they will replace the lowest ranked Team.
