For example if someone is ranked 10th but has shown in previous year to have a way higher potential, it's not very strange to put this person above people ranked 5th, 6th etc who have never shown they can be even faster. In 2016 they had the excuse with the Olympics coming up, but this time it's plain stupid! Why don't they introduce pre-qualified finalists as well? Or better yet, pre-qualified medalists?
