She should've made the semi-finals today to meet the Dutch qualification criteria, but she lost in the quarter finals.

They changed their mind. Based on her quarter final result in the final World Cup, the Dutch NOC has come to the conclusion that her form is growing and that she has good chances to compete in the final rounds of the competition. So she can go to Beijing.

That must be Canada-specific then, since everywhere else nothing happens until a country actively refuses or accepts a reallocated spot...

I don't think they know what they are talking about.

 

In half-pipe and slopestyle/big air the quotas they rejected show as, well, rejected. They specifically accepted a re-allocation quota in PGS while other countries rejected them. Either they are incompetent or different factions of the organization are at war with each other...
