He is safe to qualify even if FEI changed the rules now and allowed Brazil to keep their team. What a disappointment to have the same thing happen again, this time even after beating Canada at the Pan Ams.

They have not applied the reallocation of the unused team spots (yet), hence why the individual list is subject to change as explained in the wording.
