The positions of Kazakhstan and Eritrea could be reversed. There are 3 Eritreans taking part in the Tour of Turkey and Girmay was in the Paris-Tours today. I'm not sure how UCI will apply the results from the Asian Games - they are listed as a Continental Games but if they are included in the ranking then Asia would be the only continent that counted 2 continental competitions which would seem to raise issues of whether there was a level playing field.
If that was to be the case, all of the continental/world championship quotas would be reallocated:
