Nations can qualify two individuals in eventing but (allocation through FEI Olympic Groups) one (1) individual quota place each for their NOC. In page 4 https://inside.fei.org/system/files/Tokyo 2020 - Qualification System - EVENTING - 14Oct2019.pdf

 The two (2)* best ranked athletes in the FEI Olympic Ranking – Eventing from each of the seven (7) below-mentioned groups will qualify one (1) individual quota place each for their NOC

Yeah, but that just means that one athlete can earn one individual quota for their NOC.

 

If you compare it to the dressage system...

Here it specifically says "maximum one (1) per NOC". It doesn't say so in eventing.

:IND Jitendarjit Singh Ahluwalia is back apparently. :d Moscow 1980 Olympian, who randomly attempted to make a comeback for Rio 2016.

 

And just like before Rio, he will start his qualification campaign only weeks before the qualification period ends. I don't get it. But, nevertheless, he should stand an outside chance.

Apparently the CCI4*-S competition in Chile turned out to be a bit of a massacre...

This rather complicates things for Brazil. So much so that any chance of securing minimum requirements in South American events is already gone.
