The Tour de France quite often starts outside of France. Tour and Giro both started outside of their countries five times since 2010. Because they have been bringing themselves to the world as Africa's Team, working for Africa and focussing on giving chances to African talents, and they end up having only one or two African riders in their main teams, mostly filled with old Europeans who can't really find a place somewhere else and some random Ben Kings It was much nicer when it was still MTN-Qhubeka and much more focussed on African cycling.
