The African Championships are underway and South Africa say they will reject any quota they win via continental championships, but.... South Africa are the only country to have entered anyone into the Women's Race. What happens now?

 

In the men's event it is a little easier as Egypt and Morocco have both sent 1 man each, will the highest ranked between them win the quota?

There are no reallocations within this event. Actually, these quotas will be reallocated to rankings (not to the best African nations in the rankings, but to the best nations in the rankings regardless of the continent).

Ok - so if South Africa wins and they reject the quota it will go directly to the rankings not the next best African at this event

They won't be known until the 15th and there is a World Triathlon Series race in Yokohama on the 15th, so the rankings could change even on the last day!
