ICF has always been one of the least competent federations. So it was really a nice surprise to see them publish this document, which clearly states that only the quota in men's C1 will be awarded.

Yeah ICF has been one of the better federations this Olympic cycle.

 

They even have a list of which events a nation is eligible to compete in at the continental qualifiers

Based on early reports, only the Men's C1 will be a direct qualifier (:AUS:COK:NZL are competing) . The quotas will be first reallocated to the best Oceania nation in the World Rankings (as of June 1st), but if there are fewer than three eligible nations then it'll reallocated to the best Oceania nation at the 2019 World Championships.

 

Assuming other nations don't show up on the world rankings, the other three spots will be decided at the world championships. :COK will get the men's K1. :AUS and :NZL would technically get the women's K1 and C1 respectively, but I think they will decline them because they will have an athlete that will be a double starter. Meaning they will be reallocated again. Since there would be no more eligible Oceania athletes in women's K1 and C1 it'll go to the highest ranked overall nation at the World Championships, :TPE and :POL respectively.

So, we got this reallocation?

Not yet, there's a chance that two other Pacific nations (besides Cook Islands) may compete elsewhere to gain world ranking points.

 

Most likely yes, but it won't be confirmed until June.
