Dowsett’s our best TT specialist outside of Thomas (who hasn’t really prepared) & Froome, off sick.

Really? I guess technically it says that it goes to NOCs which have qualified to the road race (which France has fulfilled), but I think they also meant that they need enough places.

 

France does have eligible track athletes that could compete in the time trial, but they do have strict eligibility criteria.
