This is not ice hockey. According to the new competition regulations for 2021, 9 teams are possible: "602.7. The participating teams shall be divided into a Super League (comprising 8 or, exceptionally, 9 teams), a First League (comprising 12 teams), a Second League (comprising 12 teams), and a Third League (comprising the remaining teams)". https://www.european-athletics.org/mm/Document/EventsMeetings/General/01/28/56/12/600-EuropeanTeamChampionshipsRegulations-inforcesfrom2021_English.pdf Edited August 11, 2019 by wumo26

Just don't tell me that if 9th team (hosts) avoid relegation, they get to stay in the Super League just like that? If so, this has Russia written all over it. #banbestmen

If the team of the host European Athletics Member Federation is not qualified to participate in the Super League, it shall be included in the Super League, as a ninth team, and such adjustments, as necessary, shall be made to the procedure described in 602.13.1 to 602.13.6. Note: The exception above (i.e. having 9 teams in the Super League) would be allowed only on the condition that the host venue foreseen has a 9-lane 400m track".
