And in general it's not weaker than the Vuelta (maybe on a given year it is, but certainly not always) but always several levels above the Tour of California. That's just really not true (as far as you can call the Giro a classic anyway) Strength in the Grand Tours really varies from year to year, mostly between Giro and Vuelta.
