Nobody trains to be a good all-arounder anymore. People train to be elite in one event and they usually combine two to a very good degree and still only the best can be very good in three events (not anyone outside Shiffrin these days). All these short DHs give extra edge to technical skiers already who also profit from a much better shape of the slalom course anyway. Reversing Top 15 for the combined slalom would be the only way to cure this IMO but that hasn't happened.

Combined is dead.

 

But if you had to tweak the slalom, start with the first of the downhill and go down the order. But that wouldn't be good for the "TV audience", so you can't help the combined, when there aren't the athletes for it...

You could start with a Slalom run and then reverse the result for the starting order in the Downhill.
