The direct qualification for athletics is a lot harder this Olympics, Saudi Arabia should still qualify some athletes at the end. For UAE, they just weren't able to qualify anyone in shooting. Saudi Arabia is currently in a qualification position for equestrian so they may qualify at the end of the year. while UAE failed to qualify through World Cups but they didn't participate at the Asian Shooting Championships ! probably because of boycotting Qatar ! which was stupid because it was never a strict policy, and they changed it few days later, their football team is in Qatar right now. ps: this is just what I assumed, maybe there are another reasons behind their absence. They could possibly be the last nation to get their first athlete in 2019 (unless Sri Lanka and/or Jordan get confirmed too before January).
