How do you want to catch someone from match-fixing? Installing spy cameras in every venue, every badminton association building, every team hotels, also in every players' and coaches' pockets? Even if you know the match is fixed, as long as there is no proof like "X instructs Y to lose to Z" you can't just ban them. (sad but true) It's not that easy....
