I don't think so. It very much depends on what Australia and New Zealand enter, and since K2 200m has been scratched, it is now less likely that AUS/NZL will have double starters.

 

His best chance should be Tripartite Commission, although I'd pick Palau over him any day.

Even if Australia and New Zealand qualify before the continental qualifier the rule is that at least three NOCs must compete in the event for it to be valid so at the very least he would have to defeat other athletes to qualify (and while they aren't going to win a medal they at least don't capsize all the time during practice), so no free quota for him.

It will. He will get the quota as long as he doesn’t capsize of the distance.
