One on Nuñez that the referee watched on VAR and didn't give it. The other one on Cavani. To me the first one was nothing, the Cavani one is 50/50. He crosses the leg on purpose, but there is a clear contact from the defender. It's up to the referees decision. The thing is that in the same match he gave a non existent penalty to Ghana watching on VAR, so the reactions from uruguayans is understandable.
