Track cycling has the quota distribution for the long distance events differing. Also it looks like NOCs can have two athletes in the Omnium compete. Africa will take one of the spots. Means 16 starters minimum. But also likely there will be a nation or two with better omnium ranking than some team pursuit nations, also some team pursuit nations will choose to select an omnium rider from their team.
