B.2.1 allows for a K1 athlete to double up in C1, and vice versa, if no-one else qualifies for the other event. But this same paragraph specifically refers to only these two events. With the exception of the 2024 ILCA 6/7 editions (for women/men only, in that order), none of the separate WCh will have any quota places on offer. They are the first federation with universality qualifier + universality invitations, and of course the useless continental spots. IOC could easily shave 20 (10 & 10) quotas there and use them for other sports or just save to keep the overall games athlete quota within the desired margins.
