I think the will be either completely skipped or reduced to one quota. on the Italian press, they say that's only the first allocation, but the next ISSF board would eventually explain also how quota places will be awarded at world cup events (they are sure it won't change much from the Tokyo system, barring the fewer spots available -it might be that there will be some earlier world cup events giving only 1 quota place available and some late world cup stages awarding 2 quota places...even fewer continental spots available are not out of order yet)... in any case, it all will be known next year...
