The wording of the qualification process has changed since Tokyo. For Tokyo, the general rule for qualifying via continental qualifier was an NOC could only qualify 1 boat with the exception of NOCs who had not qualified any boats at the previous world champs who could qualify 2 boats if they both won their events:
For Paris, the situation is different - NOCs who did not qualify any boats at last year's world champs could qualify 2 boats at the continental qualifier and it did not matter where they finished so for example, Iran qualified in both the women's single sculls and women's lightweight double sculls at the Asian qualifier by finishing 3rd and 2nd respectively.
For NOCs that qualified 1 boat at the World Champs, then the only way they can qualify 2 further boats at the continental qualifier is by having both of the boats finishing 1st.
