Sometimes IOC is dificult to understand for me. If there are cases where the rules "can" be break are cases like this one. Also, why is the men's skeleton field so big? African quotas in Skeleton/Bobs are a joke. It's a risky sport to be giving quotas to athlete with no much international competition just because there's no oke more on this continent.... Even then, the rules were adjusted to remove athletes from countries already qualified. SO how does ISV not get a quota then, if she was ranked higher than Nigeria?
