This is a minority who has been a permanent part of the area for hundreds if not thousands of years, who has been oppressed several times and even promised referendums a couple of times without getting them (even the Iraqi constitution stated that a referendum was to be had in contested areas (like Kirkuk) no later than december 31st 2007. Lots of borders in the arab world are pretty arbitrary and even stupid, usually made throughout the colonial eras without much consideration about who lived there.
