If you only look at world championships, yes, but quite often the stronger/better time trials are for example in Grand Tours and it's not uncommon to see Dutch riders in the top-10 there for a long time, it's more like there have been a few years that were worse than normal Well in women's cycling there's a bit less specialisation, so it is (or at least was) a bit more common to see the main contenders also fight for ITT medals than in the men's races.
