It really is entirely impossible in a major city to have room for maybe 100 more athletes and a few more minutes in the schedule to accomodate a handful of heats (or just not have 8 minutes between 100m heats, that can easily be shortened)? In most cases this is just a fancy rule that allows powerhouses to have their 4th best athlete entered (not the defending champion or DL winner)... Provisional entry list, one American is a reserve (Nelvis)...this is the rule btw "The IAAF will accept the participation of the current Reigning World Outdoor Champion and that of the Winner of the 2016 IAAF Diamond League (in the corresponding World Championships event) and Hammer Throw Challenge, as Wild Cards, in each individual event, on the condition that the athlete in question is entered by his Federation.
