Nope, definitely not. Tactics are incredibly important in a road race, it's considered a semi-team sport for a reason. The only problem is in the Olympics the teams are often too small to have decent tactics and riders don't always like working together because they're not teammates in their commercial/day-to-day teams. And where else than in the Olympics and possibly worlds will you see riders from obscure cycling nations attack in the first kilometers?
