People who are observed are observed because they've done suspicious things, in general. Which doesn't automatically make someone guilty. Yes, and if you arrest everyone as soon as you have them on the 'radar', you are highly likely to lose a lot more lives, because you'll miss a huge amount of valuable information. It's just not smart, at all, to arrest everyone who is suspicious as soon as you find them. But do you think we (Europeans) have to live with this? Of course, this things can't change at once, but it seems currently we have no solutions for this problem. Because mistakes can be made, unfortunately. I have no doubt 99% of potential attacks are stopped, a lot of them because suspected people were not arrested but continued to be watched (leading to more and more information, which could eventually stop a major attack or expose a network or something). I think that some kind of gangs, ultra-right groups of "IRA" character (military groups) will start get created, not big even, 5-10 people per city - it will be enough. ISIS probably only waits for this and sadly this way or another it will start to happen. When there`s action there`s reaction...that was, is and will be a nature of mankind. The reaction is so slow up-to-date really only because Europe got really civilized and forgiving. In former ages it`d be totally different story.
