There will be other methods to qualify for qualification tournament (most likely ranking). There will be 6 spots up for grabs in the qualification tournament, so do expect a field of 12-16 teams in the qualification tournament. No, it's like this: 5 continental champions + Japan --> to olympics. top 4 of pro-league (not counting continental champions) + top 2 of hockey world league (which is now left only with lower ranked countries) + other 6 best ranked countries left ---> to OQT (which in turn gives the remaining 6 places for the olympics). There is almost no way for any hockey pro-league participant country to fail to reach at least the OQT since they are all highly ranked.
