Austria and Latvia are, but Norway still have theirs. Looks like Norway's losses have come from a range of sports, Snowboarding down from 9 to 5, no Luge athletes this time, Freestyle Skiing down from 11 to 8, there's not really an obvious place where they have lost their quota from?
